FAQs: Islamic Center of West Delray Beach

A quick guide to the projects, approvals and questions that matter to neighbors.

The residents of the Agricultural Reserve are tired of the exponential growth in traffic and enjoy their quality of life. They don’t want anything that will drastically increase traffic, especially on roads that are already congested, or anything that will significantly decrease the quality of life in the Agricultural Reserve and reduce their home values. These residents believe that the Board of County Commissioners took an improper vote that did not consider the impact on the community. The residents demand to be heard and expect their elected officials to follow the will of the people.

  • Place of worship: 8892 152nd Place South, near Lyons Road.
  • School/daycare site: south side of 152nd Place South, approximately 1,300 feet east of Lyons Road.

Fourth parcel 0180 — Five Acres Field LLC owns approximately five acres at 8901 152nd Place South, north of school parcel 0470 across 152nd Place South. The reviewed school and worship plans exclude this parcel.

Palm Beach County approved the worship application with conditions through its administrative Development Review Officer process on January 7, 2022.

The Palm Beach County Board of County Commissioners approved both, with conditions, on September 28, 2023, by a 4–3 vote.

  • Yes: Gregg K. Weiss, Maria G. Marino, Marci Woodward and Mack Bernard.
  • No: Maria Sachs, Michael A. Barnett and Sara Baxter.

  • Place of worship: A separate project for religious services, approved in January 2022. Its parcel is now owned by 16121 Quiet Vista LLC.
  • School and daycare: A separate project on the two parcels behind it, owned by Islamic Center of West Delray Beach Inc. Approved in September 2023 for a school with 382 students and a daycare with 32 children.
  • The school/daycare and worship projects have separate approvals and conditions. Approval of one does not automatically approve the other or authorize expansion onto a fourth parcel.

Fourth parcel 0180 — Five Acres Field LLC owns this separate parcel across 152nd Place South. It shares a named LLC manager with Quiet Vista but is excluded from both approved site plans reviewed.

For the shared-manager comparison, see FAQ 18 and its sources.

  • No. The school and daycare were approved as uses within the existing Agricultural Reserve zoning.
  • Final school-plan approval followed on December 8, 2023.

  • The school’s June 13, 2023 notice described properties within 500 feet.
  • The resolutions say notice requirements were met.
  • Worship notification records have not been verified; that case used a separate administrative process.

School/daycare: The December 8, 2023, final plan identifies a 9.84-acre site with 57,912 square feet of gross floor area, 382 students, 32 daycare children, 217 parking spaces plus two daycare drop-off spaces, and a maximum height of 35 feet.

Place of worship: The January 2022 final plan identifies a 4.65-acre site with 7,232 square feet of gross floor area, a 100-seat sanctuary, 64 parking spaces and a maximum height of 35 feet.

Traffic: The 2023 review forecast 1,084 net additional vehicle trips daily, not unique vehicles or measured current traffic.

The approximately five-acre fourth parcel 0180 is excluded from these approved project areas.

No. Building permits, inspections, required improvements and occupancy approval are separate steps that are required.

  • The 2023 school/daycare review forecast 1,084 net additional vehicle trips daily.
  • Its plan routes cars from Lyons Road along 152nd Place South into an on-site pickup/drop-off loop.

The final school plan shows future cross-access to the worship parcel on the west and gated emergency connections to the west and south. It does not establish that all agreements are executed or routes are open. No school entrance or parking is shown on fourth parcel 0180 across 152nd Place South.

The school property owner must pay for:

  • Construction of turn lanes and reconstruction of part of 152nd Place South.
  • An eight-foot sidewalk.

These are required before the first occupancy approval. The owner must also provide financial security for a traffic signal; installation depends on county engineers finding it necessary. Completion has not been confirmed.

The county access review allowed a 55-foot legal-access arrangement with 11-foot lanes and discussed possible additional north-side right-of-way if those properties develop. This conditional planning does not establish a completed conveyance or an approved school or worship expansion onto fourth parcel 0180.

  • The records reviewed do not establish whether a minaret, outdoor speakers or an amplified call to prayer are planned. Operating hours and project-specific restrictions still need confirmation.
  • County rules restrict excessive amplified sound at neighboring residential property lines.
  • School conditions require 20-foot landscaped buffers and six-foot walls along the east and south sides.

No construction schedule or opening date has been verified. The worship project’s commencement-of-development deadline was extended to June 21, 2030. This applies only to the worship case and is not an opening date. The school has a separate approval and permit process.

Search the county project records portal by control number. Worship: Islamic Center, Control 2021-00010, application DRO-2021-01114. School/daycare: Islamic Center School, Control 2022-00007, application SV/CA-2022-01490; final plan DROE-2023-01572.

Palm Beach County adopted Ordinance 2023-020 on May 25, 2023. It took effect on May 30, two weeks before the school’s June 13 public-hearing notice.

The relevant changes were:

How notices were mailed

Previously: Certified mail to property owners within 300 feet, and regular mail to those 301–500 feet away.

New ordinance: First-class mail with the ability to confirm delivery.

Which nearby properties affected the notification boundary

Previously: The rule already extended notification beyond adjoining land owned by the applicant or a related entity. For this area, an exception applied when that adjoining parcel’s outer boundary was more than 1,000 feet from the application site.

New ordinance: The rule includes qualifying land within 500 feet owned by the applicant or a “partner in interest.” It removes the previous adjoining-parcel wording and distance-cap exception.

Notification distance for this location

Previously: 500 feet in the Agricultural Reserve.

New ordinance: Still 500 feet. Including qualifying nearby land changes where the 500 feet is measured from, which can bring additional neighboring property owners into the notification area.

The 2023 ordinance retained a 500-foot notification distance for this Agricultural Reserve location. It also requires the notification boundary to extend from qualifying nearby parcels owned by the applicant or a partner in interest.

  • Islamic Center of West Delray Beach Inc. owns school parcels 0470 and 0462 farther east. Its 2026 state filing lists Saed Khalil as a director.
  • Quiet Vista’s 2021 filing lists Two Acres Field LLC as its manager and member. The same packet identifies Saed Khalil as manager of Two Acres Field LLC.
  • Quiet Vista’s 2026 filing still lists Two Acres Field LLC as manager, but Saed Khalil’s current role in Two Acres has not been independently confirmed.

  • Islamic Center of West Delray Beach Inc. is listed as the owner of the school/daycare-approved parcels ending 0470 and 0462.

The separate fourth parcel 0180 is owned by Five Acres Field LLC and was not included in the approved school site plan reviewed by the County.

  • County records list 16121 QUIET VISTA LLC as owner of worship-approved parcel 0480 at 8892 152nd Place South.
  • Its April 2026 state filing lists Two Acres Field LLC as manager and Bassam Kattoura as registered agent and signing authorized representative.

Five Acres Field LLC, owner of the separate fourth parcel 0180, also lists Two Acres Field LLC as manager in its 2026 filing. This common-named manager does not establish a single approved project or identify all beneficial owners.

Its April 28, 2026 Florida annual report lists the corporate directors as:

  • Hanan Khalil
  • Saed Khalil
  • Eyad Abushaban

Islamic Center of Boca Raton Inc. formerly owned all four parcels, 0180, 0462, 0470 and 0480. County sales histories list its acquisition on May 8, 2017, and the transfer of fourth parcel 0180 to Five Acres Field LLC on April 30, 2021. The other three parcels were conveyed to Islamic Center of West Delray Beach Inc. on June 30, 2021. The August 10, 2021 county agenda lists both Islamic Center organizations as worship-project applicants. These records establish historical ownership and an application role.
